i think your definition of a "handheld weapon" is completely Asinine and not based in reality. A fucking MINIGUN that you hold with both arms and has a backpack full of ammo; its still considered a "hand held weapon" because YOU HOLD IT WITH YOUR HANDS instead of being mounted to a tripod or a vehicle.

Dumb science-illiterate question: my understanding is that since the light in a laser beam is all going in one direction, it can’t be seen unless it’s reflecting off dust or snowflakes or whatnot. If you’d be willing to share some of the more detailed specs of your laser (beam divergence, beam diameter at each test, duty cycle, etc) I’d love to use your runs for v and v.
As I’m sure you’re aware, there’s not a glut of data regarding material effects of HEL, and you have a lot of varied test cases that would be incredibly helpful.

I work with pulsed lasers, mostly femtosecond, but I have been resuscitating a 40 W ns laser. I guess all of these effects you observe are thermal, but it would be interesting to see what happens with shorter pulse duration. I expect if you reach nanoseconds, then you will see plasma effects.

I have had about 15 LiPOs "sitting" around in my fridge since 2008. I pull them out when I want to use them and when I have finished with them I charge them and put them back. I pulled them out of some computer battery packs that had eventually gone bad. So they could have been going on for about under 20 years? So much for "sitting" around and going bad. My Dad pulled a laser out of a paper scanner back in 1979. Practically nobody had ever seen a laser in person back then. We hooked it up to a telescope and would shine it near people on the mountain that was 2 miles away. The beam was about 1 foot in diameter at that range. It certainly freaked some hikers out. Good times! Also brought it as my science project in 5th grade, but got a C since I didn't really do anything other than bring a laser. The kids were looking directly into it, so I had to stay at the project so they didn't go blind.
