They’re probably biodegradable and also fully edible. It wouldn’t surprise me honestly. Also it’s not pollutants they’re talking about, it’s probably the excess amount of (otherwise healthy) bacteria that eventually die and put out CO2 that suffocate the fish, which is caused by nitrogen fertilizer.
Look up Mission Blue with Sylvia Earl, it will explain the bacteria.
With all of that being said, the spirit of it is positive, but the effectiveness is certainly questionable.
